The NLRC (National Lottery Regulatory Commission) issues federal-level licences, while some operators hold licences from state gaming boards (such as the Lagos State Lotteries and Gaming Authority) instead of, or in addition to, an NLRC licence. Both are legitimate provided they are current — always check the licence number and expiry date in the operator’s footer.
